Matthew Spong has more than 40 years of experience in Landscape Architecture. He established Landscape Architectural Services, LLC in 1984. Since then he has been responsible for the successful completion of over 1500 projects. Matt has considerable experience working with communities to develop a consensus on project issues, provide design development and budgeting, obtain permits, and provide project administration.
In the past 10 years, Landscape Architectural Services, LLC has worked on over 100 State-funded projects, meeting the requirements for handicapped accessibility, historic preservation, stormwater management, wetland preservation, and competitive bidding.
Matthew has specific experience working with community groups and park committees to clarify program requirements, prepare preliminary master plans, develop project budgets, phasing plans and construction documentation, assist in permit acquisition and provide project administration.

Matthew is certified by CLARB. He is a member of DNREC’s Regulatory Advisory Committee, currently revising the State of Delaware’s Stormwater Management and S&E Regulations.
He is also qualified in Best Management Practices and SWM design including Green Roof design, rain gardens, infiltration systems, pervious paving and other green SWM technology.
Under Matthew’s supervision, Landscape Architectural Services, LLC has successfully completed 1400 projects.
Matt has working experience with public meetings, assisting project teams in developing a consensus on project issues, phasing development, budgeting, assisting in grant applications for funding projects, obtaining permits and providing project administration.
Landscape Architectural Services, LLC has worked on over 100 State-funded projects, including 15 Streetscape and Gateway projects and 50 Parks and Greenway projects.
Matt served on the Board of Directors of The Friends of Old Dover, Preservation Delaware and the Delaware Institute of Planning & Design. He has served four terms on the Delaware Board of Landscape Architecture, serving as President in 1988 & 1990 and Vice-President in 2011. Matt also served on the Polytech AutoCAD advisory committee.
Matt is currently an associate board member of "It’s All Good In Delaware, Inc."
Downtown Milford Streetscape/Mispillion Greenway
(Multiple projects) Landscape Architectural Services, LLC has worked as a consultant for the City of Milford, since 1994.
Assisting the City with the design, public input, construction documentation, administration and maintenance of completed projects. Asisted owner with applying for DelDOT Transportation Enhancement Funding, DLWTF Funding. Completed 22 total projects with a constructed value of $4,000,000. This has included twelveGreenway projects and two downtown Streetscape projects. Las has assisted the City in obtaining $2,000,000. in grants for constructing these projects.
Eden Hill Farm, Traditional Neighborhood Design
Professional services 2006 -2013, currently under construction.
LAS, LLC was consultant to the A/E for preparing a Development Pattern Book which included Master Plans, typical sections, narrative Design Standards and material selections for streetscape, plantings, site lighting, site furnishings, pedestrian circulation, open spaces and parks.
Landscape Architectural Services, LLC is currently preparing Site Amenities, and Landscape Plans for Pettinaro Development Co. for the 16-acre Neighborhood Commercial Zone.
Dover Streetscape – Phases 1, 2 & 3
Year completed 2006.
Provided concept design, cost estimates, materials selection, construction documentation, plans and specifications for walkway paving, site amenities, lighting and landscaping.
Assisted the Owner with grant applications for TE Funding and provided contract administration.
Dover Public Library
Completed in 2012
Landscape Architectural Services, LLC was responsible for the Green Roof design (with drip irrigation) and for the continuation of the Loockerman Streetscape from City Hall to the Dover Post Office. We also designed the reading garden, entry plazas, master landscape plan and assisted in applying for LEED Gold Certification. The Green Roof won a 2013 Kent County Urban Conservation Award.
Seaford Streetscape: High Street from Cedar Ave. to Front St.
Year completed 2000.
LAS, LLC was consultant to the Engineer, providing concept designs, cost estimates, assisting with public input meetings, presenting exhibits, options and materials. We prepared contract documents and specification for stamped concrete walkways, pedestrian crossings, lighting, drip irrigation, site amenities and assisted with contract administration. This project was completed using DelDOT Transportation Enhancement Funding. Total cost $1,163,000.
Smyrna Downtown & Route 13 Streetscape Improvements
Landscape Architectural Services, LLC has assisted the Town of Smyrna since 2001 with the completion of twelve projects, including the Smyrna Library/Opera House Streetscape and Parking Lot, the Rt. 13 Median Improvement projects . These two projects have set the standard for Smyrna’s streetscape character by helping the Town to select prototype materials for light fixtures, walkway paving, site furnishings and plantings that were used on these and other Town Projects.
Delaware Aerospace Education Foundation Sculpture Plaza with Water Feature
Working with the Owner, Building Architect and Sculptor (Brad Vanneman of Charles Parks Studio) LAS LLC prepared preliminary and final designs for this project. Creating a dynamic reflecting pool with water features to compliment the 16’ X 16’ "Children on Globe" sculpture. Landscape Architectural Services, LLC prepared contract documents for the water feature and surrounding plaza including site furnishings and landscape plantings. Additionally, Landscape Architectural Services, LLC assisted with contract administration and with applying for LEED Silver Certification.
Entrance and Site Landscaping, Wetland Observation Platform and Butterfly Garden
LAS LLC designed other site features such as an educational wetlands observation dock, interpretive trails with signage and a master landscape plan incorporating native trees, warm-season meadows, four-season interest and a butterfly garden.
Village of Five Points
Landscape Architectural Services, LLC worked with the Developer and project Engineer to prepare a Master Plan for the entrance boulevard streetscape, "Village Green" open space, pavilion with amphitheater type seating and pedestrian circulation. Landscape Architectural Services, LLC also prepared a Master Landscape Plan.
